Imperial County could never stand alone, so was joined with San Diego County. Let the I.E. manage its own affairs as a diverse rural-urban state. Let the more immediate L.A. area have statehood to manage a huge populus. Let the counties in Jefferson (approximately) have their way, as South Jeff.
