Make a new state

This was a tricky one. Everyone else has very grand, elaborate plans with large numbers of states to divvy up the area. My plan is far more elegant, as it allows for all of these related, interconnected areas to easily work together. It's so simple that I wonder why Tim Draper didn't think of it.
