Jefferson --The name has already been suggested, and this is a very conservative area. Siccata -- from Latin siccus, for dry -- really, I would follow the crest of the Sierra, the San Gabriel, and San Gorgonio Mountains to assign the hyper-arid desert areas to a state that has its own problems.
