California Coast State should be separated from the rest of California since these group of counties are the top generating revenue compared to the rest and I believe it can stand on its own and be viable. Southern and Northern California State on the other hand are the agricultural counties and each region has its own speical crops and would be able to collaborate and make their own strategy to move on and survive.
